The Plaintiff specifically demands to a deficiency judgment, the bidding will remain open for thirty (days) and reopened on the Thirtieth day at 11:00 A.M. PROJECT: Columbia

Canal Front Sealed proposals will be received by the Mayor and City Council of the City of Columbia, South Carolina, for Columbia Canal Front. Proposals will be accepted from any Contractor qualified to bid under the South Carolina Licensing Law, until 2:00 p.m., local time, June 19, 2008 at the seventh floor Conference Room, 1136 Washington Street in Columbia, South Carolina. The proposals of those bidders showing satisfactory evidence that they are appropriately licensed will be publicly opened by the City of Columbia Construction Administrator. Columbia Canal Front when completed will be a public park along the west bank of the Columbia Canal between Gervais Street and the terminus of Washington Street. The work to be done consists of but is not limited to construction of the following: • Hardscape - The hardscape is a combination of pavers and finished concrete. It is supported by piles, grade beams, and slabs in some location and in other locations by slab on grade. • Landscape - Landscaping will include shade trees, ornamental trees, shrubs, perennials, grasses, ground cover, etc. • Irrigation - All landscaping is irrigated. • Lighting - Lighting ranges from standard pole type fixtures, bollard lights, up lights from trees to LED lights, etc. • Wooden boardwalk - The wooden board walk will extend to the under side of the Gervais Street bridge along the Congaree River. • Terrace Building - The Terrace Building is an addition to the west side of EdVenture Children's Museum. The Building is approximately 9,000 square feet and includes a meeting space, restrooms, police substation, warming kitchen, etc. The roof of the Terrace building is an expansion of an existing elevated terrace constructed as a part of the EdVenture Children's Museum. The elevated terrace is a paver system on top of a roof system with internal roof drains.

NOTICE TO ALL DESIGN AND CONSULTING FIRMS.

The City of Columbia requests a current resume of qualifications from interested consulting firms experienced in the design and limited management of commercial publicly owned structures, more specifically "parks" and "park centers" and government office spaces.

The City of Columbia is planning the construction of an Administration Building for the City of Columbia Department of Parks and Recreation and is seeking design and consulting services to: (1) perform a Needs Assessment to determine the required space and layout; (2) provide Preliminary Designs to include, but not be limited to, a Master Plan with elevations and to meet with City staff for input and direction on the proposed design concept; (3) continue Design Development to include, but not be limited to, changes and modifications to Preliminary Design, development of architectural, structural, mechanical, and electrical systems, etc.; (4) provide complete Construction Documents to include original reproducible plans that are free and clear of any proprietary rights and are the sole ownership of the City of Columbia; (5) assist the City of Columbia with Bidding the construction of this project; and, (6) provide limited Construction Management.

Consulting firms interested in being considered for this project should respond with six (6) copies of a letter of interest, six (6) copies of current resumes of qualification and six (6) copies of any other information they deem pertinent as it relates to their specific qualifications for the before mentioned project. Qualifications should be prepared simply and economically, providing a straight forward, concise description of the firm's capabilities to satisfy the requirements of this Request for Qualifications (RFQ). Submittals may not contain more than fifteen (15) pages. Pages with information on both the front and back will be considered two (2) pages.

All submittals are to be received by Ms. Dee A. In the evaluation process, the City of Columbia will consider the following: qualifications of the proposed key staff (10%); the firm's experience, qualifications and technical competence in the type of work required (20%); past performance in similar projects (30%); the firm's ability to mobilize and meet project schedules (30%); participation of disadvantaged business enterprises (DBEs) in the project (5%); and, the geographic location of the firm and key staff (5%). The City of Columbia encourages the participation of local DBEs in the overall procurement process of the City of Columbia. All firms must comply with Title VI of the Civil Rights Act of 1964.
