NOTICE OF PROPOSED ISSUANCE OF A

NPDES PERMIT

The following applicant has applied for a National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water into waters of the State of South Carolina. The proposed NPDES permit contains requirements for implementation of a Storm Water Management Program (SWMP). The Department has determined the proposed permit conditions, based upon preliminary staff review and application of the Federal Clean Water Act, the SC Pollution Control Act, and other lawful standards and appropriate regulations. The permit conditions are tentative and open to comment from the public.

APPLICANT: SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION (STATEWIDE EQC CENTRAL OFFICE), NPDES Permit #SCS00LD01, P O Box 191, Columbia, SC, 29202-0191. The Large Municipal Separate Storm Sewer System (MS4)area is the State of SOUTH CAROLINA. This MS4 is a first time applicant large MS4s whose number of outfalls will be determined during the term of the permit. The receiving streams in the entire MS4 area are classified Class SA and Class SB: tidal saltwaters, suitable for primary and secondary contact recreation crabbing and fishing; Class SFH: tidal saltwaters, protected for shelffish harvesting and uses listed in Class SA and in Class SB, Class FW: freshwaters, suitable for primary and secondary contact recreation and as a source for drinking water supply after conventional treatment in accordance with the requirements of the Department; Class Trout Waters: freshwaters suitable for supporting reproducing trout populations and a cold water balanced indigenous aquatic community of fauna and flora (Natural TN), suitable for supporting growth of stocked trout populations (Put, Grow, and Take TPGT), and (Put and Take TPT) and uses listed in Class FW; Class ORW: outstanding recreational or ecological resource or those freshwaters suitable as a source for drinking water supply purposes with treatment levels specified by the Department and uses listed in Class SA, Class SB and Class FW; and, Class ONRW: outstanding national recreational or ecological resource and uses listed in Class SA, Class SB and Class FW. These streams are also suitable for fishing and the survival and propagation of a balanced indigenous aquatic community of fauna and flora and for industrial and agricultural uses. A fact sheet is available. The Department has made a preliminary determination that these storm water discharges are necessary to important economical or social development and they will allow maintenance of existing water uses. The Department is seeking comment on this preliminary finding. In accordance with the Section D.(2), Antidegradation, of the State Water Quality Standards, this notice provides public participation and intergovernmental coordination for this decision.

Persons wishing to comment on or object to permit issuance or to the proposed permit conditions are invited to submit same in writing within thirty (30) days of the date of this notice to the attention of: Arturo R. Ovalles, SC DHEC; Stormwater Construction and Agricultural Permitting Division, 2600 Bull Street, Columbia, South Carolina 29201, Telephone: 803/898-4178. The permit number should be placed at the top of the first page of comments. When there is a significant degree of public interest in a permit or group of permits, the Department may hold a public hearing. SC DHEC is not involved in zoning or land use issues. Please contact your Local County or Municipal officials for questions or concerns on these issues.

All comments received within the 30-day period will be considered in the formulation of final determinations regarding the permit. All persons submitting written comments will be notified of the final determinations. Requests for adjudicatory hearings may be filed after the above-described determinations have been made. Additional information regarding adjudicatory hearings is available from the Legal Office at the above Department address or by calling 803/898-3350.

Additional information on proposed permit determinations and on hearing procedures is available by writing or calling the Department at the above address or telephone number. Copies of a specific application or draft permit of interest to an individual, organization, or company must be requested in writing. A fee schedule has been established for processing these requests: Reproduction of documents - $0.25 per page. The City of Columbia, South Carolina (City) is requesting qualifications (RFQ) from Design Consulting Firms interested in providing design services via an Indefinite Delivery Contract (IDC) on an undetermined number of Projects. The estimated range of the total cost for the Projects is between $1,000,000 and $3,000,000 and may include but is not limited to the following:

+ Renovations, improvements and or additions to existing parking decks;

+ Renovations, improvements and or additions to existing buildings;

+ Renovations, improvements and or additions to new or existing surface parking lots.

Design Consulting Firms responding to this RFQ must be licensed to practice architecture in South Carolina. All design shall be performed by design professionals registered and licensed in South Carolina. The selected firm shall act as the Architect/Engineer ("A/E") for the project and shall be responsible for providing the following design disciplines: architectural, structural, mechanical, electrical, landscape architecture, civil and traffic required to complete construction documents for each Project. A/E is defined as the primary architect on the project. The A/E will be expected to provide services via the IDC for a period of two years.
