West Columbia City Council meets August 7, 2007 Roll call West Columbia City Council convened Tuesday evening, August 7, 2007, in the council chambers. Mayor Bob Horton; Mayor Pro- Tem Jack Harmon; Council members: Eric Fowler, Dale Harley, Boyd Jones, Marsha Moore, and B. J. Unthank were present. Absent was Councilman Douglas Reeves. Mayor Horton called the meeting to order at 6 pm. Harley led the invocation and the Pledge of Allegiance. Presentations A presentation was made by Reba Campbell, director of Advocacy and Communications for the Municipal Association of S.C., to the City of West Columbia for its Domestic Violence and Spanish Translations Project. The award was based on the city's implementation into other communities. The City was recognized in the South
Carolina Magazine and on SCETV. Horton said, "The West Columbia Police Department was very innovative." Horton announced that for the 17th consecutive year, the City has qualified for a certificate of achievement for excellence in financial recording. This has beenmade possible by West Columbia's treasurer, Rick Hodge, and is in recognition of full and complete accounting for the public and the public's money. Horton said the city logo is only to be used for official city functions rather than campaigns. Old business All second readings were approved with little or no discussion. Among these was the consideration of an ordinance to adopt the Lexington County Stormwater Management Ordinance and annexing property within the city limits. The fourth piece of business dealt with authorizing the sale of certain property owned by the City. New business A first reading passed regarding the Planning Commission's recommendation to approve a map amendment to establish zoning classification for a recently annexed property along the Saluda River. A proclamation to designate September 3- 7, 2007, as National Payroll Week was also passed. A Lexington County Community Development Block Grant (CDGB) Subrecipient Agreement for Triangle City parking improvements at a cost of $203,250 was passed. A bid to landscape and sod the West Columbia City Hall Campus remedying the current weed situation and providing grass and mulch was before council. Flowers will be added when the climate is more suitable. A second bid to reroof the Porter Building on Leaphart Street with a metal roof for $39,400 was discussed. Horton made a motion to adjourn to executive session for a legal matter at 6:30 pm. |
