PROJECT: LINCOLN STREET PARKING GARAGE Sealed proposals will be received by the Mayor and City Council of the City of Columbia, South Carolina, for Columbia Canal Front. Proposals will be accepted from any Contractor qualified to bid under the South Carolina Licensing Law, until 2:00 p.m., local time, October 4, 2007 at the second floor Conference Room, 1225 Laurel Street in Columbia, South Carolina. The proposals of those bidders showing satisfactory evidence that they are appropriately licensed will be publicly opened by the City of Columbia Special Projects Administrator. The Lincoln Street Parking Garage when completed will have four elevated levels and 675 parking spaces. The work to be done consists of but is not limited to construction of the following: • Hardscape, landscape and lighting along the side of the streets that front the garage site; • Asphalt and concrete paving; • Pour in place concrete foundation; • Precast structure and façade; • Lighting; • Parking controls; • Approximately 4,300 sq ft of office space.

6. That the minor child currently resides with the Plaintiffs and has lived with them for an extended period of time.

7. That the Biological Father, the Defendant herein, does not exercise his visitation rights, does not support the child morally, emotionally or spiritually.

8. That the Plaintiffs are informed and believe that it is in the best interest of the minor child for the minor child to be adopted by the biological mother's husband and that the child continue to live with them on a permanent basis.

9. The Plaintiffs are also informed and believe that the Defendant's parental rights should be terminated and that the Plaintiff, Thomas M. Wright, be allowed to adopt said child.

10. That if the adoption requested is allowed, that the child support obligation of the Defendant be terminated on the date the adoption is granted.

11. That the Plaintiff, Terra Malissa Wright, believes that the appointment of a Guardian Ad Litem is not necessary.

12. That Thomas M. Wright wishes to adopt the minor child.
