The appeal must state the location of the property and the grounds for appeal. Proper grounds for appeal include incorrect interpretation of the Code; the provisions do not apply or can be met by other approved means of financial hardships. No appeal later than twenty (20) days after the date of such notice shall be acted upon by the Property Maintenance Board of Appeals, unless the Housing Official shall consent thereto.
