Cayce City Council meets December 4, 2007

Roll call

Mayor Avery Wilkerson, Mayor Pro- Tem Rick Myers, Councilman James Jenkins, Councilman Kenneth Jumper, Councilman Robert Malpass, City Manager John Sharpe, and Public Safety Chief Charles McNair were all in attendance.

Ordinances

Two first second readings were before the council regarding the rezoning of property. The first pertained to property on Joyce Street for the purposes of putting the property on the market for sale. The council accepted the ordinance.

The property on Windsor Road after the reduction of the lot sizes and the resubmission of the ordinance, meeting the two acre lot requirement passed this ordinance.

A motion was made for the approval of an ordinance about the Time Warner COFA Franchise on second reading. No discussion was had and the motion passed. Next up and with very little discussion was an ordinance requiring new construction of a sewer backwater valve. This would involve the replacement of sewer lines and out of necessity it passed by the council with no objection.

Two final second reading motions were taken up by the council. The rezoning of property on North Eden Drive and River Drive was passed after a motion was made to move forth. Lastly, an ordinance to rezone property located on Frink Street was passed as it extended the zoning from across the street onto an additional 0.36 acres.

Contracts and Agreements

Malpass asked council approve to Parwood Sewer Agreement with a stipulation they allow 50 percent of the costs to be due up front and they would pay the remainder. The motion passed.

With little to no discussion, a motion to proceed with a Magnesium Hydroxide Pilot Study for WWTP and Highway 1 Sewer Collection System was made and carried by the council.

A bid award for the purchase of sanitation equipment was discussed. In addition to the replacement of a limb grabber, two other pieces of equipment will be purchased to help service more residents at a faster pace. Only two bids qualified, one being at $86,684 and the other at $81,472. While Myers inquired into whether with a recent change in the parameters of the project new bids should be sought out, the committee agreed that no one bid competitively the first time around and delaying the project further would be detrimental. Malpass asked, "How does this improve the operation?" Two significant improvements include the ability to service more and being equipped with backup equipment. The committee then agreed on the most substantial bid.

City Manager's Report

With none being listed for public comment, Sharpe began his report to the council.

December 7 at 9 pm, Cayce will host the Grand Open Ribbon Cutting at the Riverfront Park open to the public. That evening will also be the City of Cayce Drop- In at the Farm Bureau on Knox Abbott Drive.

The judging of Christmas decorations in the City of Cayce by the Beautification Committee will be December 10. The Beautification Project Ribbon Cutting on Airport Boulevard will be December 14 at 11 am.

Other Matters

Jenkins brought up the matter of a man hole on Felder Street, which Sharpe noted had been recognized. Myers addressed the recent vandalism in a new part of the Riverfront Park, which was still under the contractor's control at the time. He said a reward should be given to individuals who have an idea of those responsible. Myers said the City should get the Congaree Creek back where they can use it or find another source beyond that to prepare for the future.
