The City of Columbia Restructuring Commission, after two and one- half years and $40,000 and countless meetings, votes 10- 2 to change city government structure, but 11- 1 was the required ratio, so there were no change recommendations. The two against change were Crawford Clarkson, former chairman of the S.C. Tax Commission, and Dr. Lonnie Randolph, head of the local chapter of the NAACP.
