Cayce City Council meets

Roll call

Mayor Avery Wilkerson; Mayor Pro- Tem Rick Myers; Councilmen James Jenkins, Kenneth Jumper, Robert Malpass; and City Manager John Sharpe were present April 3, 2008.

Presentations

Colonel John Kirkland presented a Boys State Program and requested funding for it.

Carol Shealy, retired national director of Woodman of the World, presented the City of Cayce with a United States flag. The City will display the flag off a ladder truck on Knox Abbott Drive and at the river. Chief McNair accepted the flag on behalf of the Council and thanked Woodman of the World for their work.

Keith Crawford, a city sanitation worker, was the Employee of the Month for the First Quarter of 2008. He has been employed with the city for 11 years and "always has a cheerful attitude and never complains," said Mayor Wilkerson. The city sanitation workers will begin picking up twice a week through September.

Ordinances

The Council heard an ordinance regarding the amending of Cayce City Code Section 2- 124 on first reading. This ordinance pertains to confidentiality requirements for city business. With no discussion, Malpass made a motion, seconded by Jumper.

The first reading was presented of an ordinance amending Cayce City Code Section 34 regarding the use of roll carts and whether or not they are sufficient to supersede the plastic bag system once fully implemented. The roll carts are strictly for household waste. Jumper asked about ease of implementation, and the Council agreed to reword that language for second reading. The motion then carried unanimously.

An ordinance amending Cayce City Code Section 2- 225 up for approval at second reading pertains to boards, commissions, and committees. Again with no discussion, Malpass made a motion, seconded by Jenkins.

Committee Matters

Two appointments to the Beautification Board and one to the Cayce Museum Commission were postponed until next month. A member of the SPAT Committee was reappointed. The Board of Zoning Appeals has a position open that Malpass moved be postponed until an application is received.

A motion was made to send back all recommendations regarding Cayce events concerned with the budget in order to avoid Council approval on anything that would provide a conflict.

The Council unanimously approved updating of tourism related pages on the website by the Clare Morris Agency. The SPAT Committee asked that Council approve their officers. Myers made a suggestion they table this request they have heard from all committees. Malpass made a motion in favor of this, which was seconded by Jumper.

City manager's report

City Manager Sharpe said the March financial report was released the first week in April. On April 22nd, the second phase on the State Street streetscaping project is set to begin.

The next Council Meeting is May 6 pm in the City Council Chambers.

City Manager Sharpe told about a Lion's Club presentation regarding a Guignard Park project to make it more accessible to the blind. In September of 2005, the Council approved a $15,000 contribution. The project is ready to begin, and the Lion's Club is asking the Council for an additional $5,000. The Council agreed to hear a presentation on this at a later meeting.

At 5:12 pm, they moved to Executive Session.
