NOTICE OF SALE Hazelene Trexler and Terry Trexler of Fish Hatchery Road, Columbia, South Carolina 29211 failed to comply with the provisions of the Georgia Humane Care for Equines Act, O.C.G.A. §4-13-1, by failing to enter into a Consent Agreement. NOTICE TO ALL DESIGN AND CONSULTING FIRMS.

The City of Columbia requests a current resume of qualifications from interested consulting firms experienced in the design and limited management of commercial publicly owned structures, more specifically "parks" and "park centers" and government office spaces.

The City of Columbia is planning the construction of an Administration Building for the City of Columbia Department of Parks and Recreation and is seeking design and consulting services to: (1) perform a Needs Assessment to determine the required space and layout; (2) provide Preliminary Designs to include, but not be limited to, a Master Plan with elevations and to meet with City staff for input and direction on the proposed design concept; (3) continue Design Development to include, but not be limited to, changes and modifications to Preliminary Design, development of architectural, structural, mechanical, and electrical systems, etc.; (4) provide complete Construction Documents to include original reproducible plans that are free and clear of any proprietary rights and are the sole ownership of the City of Columbia; (5) assist the City of Columbia with Bidding the construction of this project; and, (6) provide limited Construction Management.

Consulting firms interested in being considered for this project should respond with six (6) copies of a letter of interest, six (6) copies of current resumes of qualification and six (6) copies of any other information they deem pertinent as it relates to their specific qualifications for the before mentioned project. Qualifications should be prepared simply and economically, providing a straight forward, concise description of the firm's capabilities to satisfy the requirements of this Request for Qualifications (RFQ). Submittals may not contain more than fifteen (15) pages. Pages with information on both the front and back will be considered two (2) pages.

All submittals are to be received by Ms. Dee A. Bennett, Engineering Operations Manager, City of Columbia, Post Office Box 147, Columbia, SC 29217, or 1136 Washington Street, Room 714, Columbia, SC 29201 no later than 4:00 pm on May 22, 2008 at which time they will be opened publicly. Any responses received after that time will not be considered. Submittals may be mailed or delivered in person; however, it is the sole responsibility of the submitter to ensure that the deadline for the receipt of the RFQ submittals is met. Fax and e-mail submittals will not be accepted. All submittals must be clearly labeled on the outside of the sealed envelope with the following; "Request for Qualifications Submittal for Parks and Recreation Administration Building."

In the evaluation process, the City of Columbia will consider the following: qualifications of the proposed key staff (10%); the firm's experience, qualifications and technical competence in the type of work required (20%); past performance in similar projects (30%); the firm's ability to mobilize and meet project schedules (30%); participation of disadvantaged business enterprises (DBEs) in the project (5%); and, the geographic location of the firm and key staff (5%). The City of Columbia encourages the participation of local DBEs in the overall procurement process of the City of Columbia. All firms must comply with Title VI of the Civil Rights Act of 1964.

Any questions concerning the scope of the project may be directed to Mr. Damon McDuffie, at (803) 545-3082. No questions may be directed to or contacts made directly with the Mayor, members of City Council, the City Manager, and other City staff not identified in this RFQ as points of contact during the period that this RFQ is made public until the final selection is made, except as otherwise provided herein. Violation of this prohibition may disqualify the firm from further consideration. Interested parties may purchase the City of Columbia's Code of Ordinances by contacting the Municipal Code Corporation directly at (800) 262-2633. This code may also be viewed by Internet at www.municode.com or at www.columbiasc.net.

The City of Columbia is not obligated to enter into any contract on the basis of any submittal in response to this RFQ. The City of Columbia reserves the right to request additional information from any firm submitting under this RFQ if the City deems such information necessary to further evaluate the firm's qualifications. The City reserves the right to waive informalities and minor irregularities in the submittals and reserves the sole right to determine what constitutes irregularities. The City of Columbia may select firms to be invited to make a formal presentation to the City. All submittals will be subject to release under the South Carolina Freedom of Information Act. Dee A. REHABILITATION

Sealed proposals will be received by the Mayor and City Council of the City of Columbia, South Carolina, for Capital Improvements Program Sanitary Sewer Rehabilitation. Proposals will be accepted from any Contractor qualified to bid under the South Carolina Licensing Law, until 2:00 p.m., local time, May 29, 2008 at the seventh floor Conference Room, 1136 Washington Street in Columbia, South Carolina. The proposals of those bidders showing satisfactory evidence that they are appropriately licensed will be publicly opened by the City Engineer. The work to be done consists of, but not limited to the: Work called for by these specifications consists of furnishing all paint, labor, equipment, materials and appurtenances required to perform all operations in connection with the following: • Rehabilitation of sanitary sewer by using "Piping Bursting" method of of installation with High Density Polyethylene Pipe (HDPE), itemizing in the proposal. • Rehabilitation of sanitary sewer by using "Cured-In-Place Pipe" (CIPP) method by the inversion and curing of a resinimpregnated tube, itemized in the proposal. • Rehabilitation of manholes as described in these specifications and itemized in the proposal. • Cleaning and Root removal of specified existing sanitary sewer mains.

The City of Columbia reserves the right to waive technicalities, to reject any or all bids and to make such awards as, in the opinion of the City, appear to be to the best interest of the City. For a protest to be valid, it must be in writing, and should include the following information: (1) the name, address and telephone number of the person filing the protest; (2) the specific reasons why the application should be denied; (3) that the person protesting is willing to attend a hearing (if one is requested by the applicant); (4) that the person protesting resides in the same county where the proposed place of business is located or within five miles of the business; and, (5) the name of the applicant and the address of the premises to be licensed.
